
Matt Philpott
Matt Philpott is the Executive Director of Technology at NHS England, responsible for shaping and delivering the digital backbone of the NHS. He leads national strategies to modernise infrastructure, improve service reliability, and strengthen cyber resilience across one of the world’s most complex healthcare systems.
With eight years of public sector leadership, Matt previously served as Director for Enterprise Services at the UK Home Office, where he oversaw more than 800 civil servants and contractors. He played a pivotal role in safeguarding the UK’s critical systems for policing, borders, and immigration—often under intense political and operational scrutiny.
Matt brings deep expertise in technology operations and crisis management, having led national IT functions through major incidents, system outages, and high-pressure events. His calm, pragmatic leadership in fast-moving environments has ensured continuity of essential services when it mattered most.
Before entering public service, Matt built a successful career in the private sector, driving service transformations, cloud migration programmes, and operational excellence across multiple industries. He is a regular speaker on digital leadership, operational resilience, workforce transformation, and the human side of delivering tech at scale.
Matt holds an MA from the University of Portsmouth and is a Fellow of the BCS, IET, and CMI. He also volunteers with St John Ambulance, supporting the UK’s leading first aid charity.
